It is most likely a grounding problem. Check the ground strap from the battery to the body and from the engine to the body.
If you have the stock battery cables, the battery-to-body ground uses an uninsulated braided cable that can look OK, but crumbles when you squeeze it. On two occasions, I've had bouncing guages and fixed it by replacing that.
Even if the cables are OK, unbolt them and clean the connections with a wire brush and put them back together.
