Thanks for your speedy response.
Since you gave me guidance that there were no other variables in the cold idle equation, I looked a little closer at the aux air valve. Prior to all of this I put the valve in the freezer and then let it heat up, the innards did move but it never really opened up very far. There is a small nut on the casing and it is used to calibrate the opening diameter. A simple little adjustment was all that it took. Of course my Haynes manual and no other sources I have looked at described the adjusting screw or its function.
