Without seeing the car, it's difficult to give more than general advice.
1) You can find a rust-free donor car and cut the tower from it and then cut off your tower and weld in the replacement.
2) You can cut a patch from the donor car and weld it on to yours.
Only you and your body man can tell which will work.
