My cluster bulbs are out on both sides. They were like that when I bought the car. I checked the fuse and it's intact so I removed the cluster to replace the bulbs but the bulbs aren't blown. So what else could cause those to small cluster bulbs to not function?

Are they getting juice?

I pulled the bulbs and checked the plugs with a voltmeter and nothing.

After fooling around with everything long enough, it looks like the headlight switch is bad.

It's not uncommon the winding that provides dimming is the problem. Before you go to a new one spray some contact cleaner on it and rotate it back a bunch of times quickly. Remove it to do this. Often they will be a little flaky and only work at a couple of spots in the rotation.

Excellent advice, thank you. I'll definitely try that first. Any specifics on how to remove it?
