Boiled Linseed Oil. (It comes that way, you buy it boiled as opposed to raw linseed oil). Farmers and others have been using Boiled Linseed Oil for years to seal wood and prevent rust on farm machinery and tools. Paint it on with a brush and it hardens to form a tough vapor proof barrier. It's not for exposed area, nor does it look pretty, but great for under cars and in floor pans. ACE hardware web sit has it.
Also do a "rust" search on www.aircraftspruce.com. The rust solutions you find there are used by people trusting their lives to the products.
