If you only have light surface rust in a few areas I would sand them down to remove the rust and then coat with a etch primer. If you only have a few spots you can buy etch primer in a rattle can. I don't know how good a product is that comes in a rattle can.
If you have more than a few spots or have lots of exposed metal you need to prime get a quality 2K etch primer/filler like this stuff from Sherwin Williams. A quart will go a long way. This is wicked stuff and needs to be mixed and applied while using a proper mask. If you walk into a autobody supply and tell them what you're doing they can help you out.

Once primed it's your option if you want to top coat it with something or just lay the asphalt matting.
