Good question,
BMW calls them air vents (RealOEM.com), but they don't lead into the cabin. It's functionally the drain path from the rear sunroof area.
You can verify (and clean debris out) by pushing some 16 or 14 gage insulated solid core copper wire through the exit hole. The plastic vents are simple to remove - gently pull by hand, some rubber grommets retain them in place.
