What year and model is your car ?
It sounds like at one time someone cleaned the cover and sprayed it with lacquer to keep it bright.
Good idea but lacquer does not withstand the heat etc. Thats probably the yellow flakey stuff.
Unless you can use an abrasive blaster, oven cleaner will remove the lacquer and clean the alloy metal. You will need a big over though because the metal needs to be hot for the cleaner to work.
