We know that big rig trucks accumulate static electricity as they whip through the air on long distance high speed runs. As static charges build, they became dangerous if a person was grounded and touched the truck. A device that was once used to dissipate the charge were the big rear mud flaps that had rubber strips touching the ground. Today, trucks intentionally drag grounding wires or cables that do the same thing.

So YES; it makes sense that touching the rubber to the valve cover would dissipate a static charge.
