I might try mineral spirits (paint thinner) or WD40. Both should be safe for paint. I worry about the alkaline super detergents (like Super Clean and Simple Green)on paint although I have used them to get tailpipe gunk of the rear panel with no visible harm.
I think once you get the sap solvent the rest should come.
Another idea: if there are still a few sunny days left, appply the solvent then cover with clear plastic and let the sun heat it up to help loosen the sap and spooge.
