It's been a while since I posted my cure for this one:
Yes, the tail lights are held to the car by T-head bolts thru the plastic housing. And short screws hold the metal trim ring to the plastic housing.
So my cure was to drill holes thru the body so long screws can hold the trim ring to the body, clamping the plastic housing. While you're at it, get new gaskets.
Also while I had the lights out, I added lamp sockets to the fog light holes and wired them to the brake lights. That makes enough of a flash to distract the car following from his phone conversation.
