I looked into this when it was posted on the Bullitin Board a couple of months ago. The system comes from RustBusters(r). The owners/inventors are Rodney & Gary Rose.
I have seen what the system can do. It does work for rustproofing bare sheet metal. It can also fill voids in place of "bondo" etc. It is not, however, structual like steel.
They advertise in Hemmings and have a number of independent "appliers"
