Only sucks under certain throttle settings and then only when warm.
Best way to check is hook vacuum gauge to outlet of green thingie then blip the throttle
You should see the vacuum jump up.
If you take the hose off the throttle and look in where the port is relative to the throttle plate, you'll see why it works that way
