As you have spark you eliminated about 50% of the possible failures.
When it's really cold, the car should get a pretty good shot of fuel from the cold start valve. Even when the ECU was totally asleep and injectors were mute, that shot of gas was usually enough to get it to try to start. I'm thinking either you have no real fuel pressure (bad/corroded fuel pump fuse #1 or connections at the pump) or massive vacuum leak. Maybe one of the big intake hose has crack in it.
It's good you checked spark first. The fuel injection system triggers off the coil primary. Many folks trouble shoot no fuel all they back to the ignition system.
