More important than the voltage; what does the current measure? I don't know what it is supposed to be but it won't generate enough heat if it is low (anybody know?). Try comparing the current available across the leads with the window disconnected. If current goes up considerably, the window is the problem. If not, it's in the circuit leading to the window. Does it heat evenly or just in one spot? As far as I know this is a parallel grid circuit so parts of it seem to die sometimes.
