It is true that the current is what makes the heat, however what you need to measure is the resistance across the two leads. If the resistance is high or infinite then one or all of the heater elements in your window are broken.
I just measured mine (which works fine), and measured ~1.5 Ohms. Take a measurement of the resistance with the leads disconnected and let us know what you get.
