I think the shaft that the pinion slides on is corroded from sitting.
You'll need to pull the starter whether to clean an lube or replace.
Having said that, I would rather have a 530i with a great body than a 528i with marginal body.
Mechanical upgrades and fixes are cheaper than body work. AMHIK.
