I've seen this questions several times and to clarify matters. It is not normal. It points to a failing hazard switch. After replacing my hazard switch this symptom vanished. While the reasoning behind this fault escapes me. The only thing inside the car that should flash on either a right or left turnsignal is the green light on the dash. The Hazard Switch seems to be the nerve center for the turn signals. Instead of being an independent circuit dedicated for hazard lights it is integrated with the turn indicators. I think they simply over engineered this. The octopus of wires hanging off the back of this small plastic ticking time bomb is amazing. Usually the first problem with them is the inability to stay depressed. The detent spring becomes bent and most people wedge something in there to keep them from flashing constantly. The 320i from the same era had a similar problem.
