Thanks for some clarification Carlie. I always assumed this was normal as it has always done this. My hazard switch does in fact fail to stay depressed which i never noticed until your post.
The red cover was removed so it could be slighlty offset in it's opening to prevent it from flashing perminantly. Thanks for the tip. I guess I'll be ordering a new hazard switch before it creates more problems.
