The direction of the slots would decrease neg camber. Perhaps it was done to cover for bad lower control arms that when worn add neg camber and inner tire wear. I would check the lower control arms / ball joints for wear.
The addition of a strut tower brace will hide the slots and the slots will give some adjustability. Our '81 Volvo SW came from the factory with slotted strut towers to allow for camber adjustment. I have given some thought to slotting mine (inboard) to add some neg camber.
