Mine were really bad. The gasket leaked allowing dirt to coat the inside of the lens and the reflector had corroded. Cleaned the lens and sprayed chrome spray pain and guess what? Bright lights.
Also check the contact and the grounds. Bulb should be almost white (or better measure voltage accross it).
