I think so, it make the fan more of a tube axial fan than unshrouded. Ask some of your ME buddies what the efficiency improvement of the tube around the fan is. I think it mainly helps in higher static pressure applications (not free air like a room fan) like trying to force air through the radiator and condensor by blocking turbulence around the edge of the fan blades..
