Rust stability

My new '79 from FL was advertized as "rust free" & "no Rust". Yeh right. I'll trust anyone untill given a reason not to. Anyway...

Last night I took the rear bumper off to survey the quarter panel damage left by a blown L.R. tire on its drive to Huntsville. The car had 600 miles worth of tires left. The spare tire had 22 miles left in it. The trip was 625 miles.

I found a rust-out hole (golf / tennis ball size) in the bottom of the jack well in the trunk. There are also some other flaking spots that aren't to bad.

The hole in the trunk / jack well is going to be tough to fix. So how can I stabilize the rust until I can figure something out?
