Did you mean "allowable CO" when you wrote "allowable O2"? Anyway, here are some things to get started.
1) Make sure you don't have any vacuum leaks.
2) Change the plugs if you haven't recently.
3) Set the timing to factory specs.
4) Borrow or rent an exhaust gas analyzer and set the idle mixture screw on the AFM to reduce the CO and HC.
