Your description sounds like the hood will unlatch OK, but when you try to latch it, it won't lock down. (I assume it's been working OK till now.) If that's the case most likely problem is some crud in the lock mechanism. You can se how it works if you take off the left side grille -- the lock is just outboard of the top left corner of the radiator, and exposed to the incoming elements. Spray with WD-40 and work the lock a few times to free it up.

The release cable pulls a lever to unlock the hood latch. A spring pulls the lever back -- you should be able to feel it pull the release handle back down.

If all else looks OK, the cable itself may have some crud it in. Again, WD-40 on the working end of the cable may free it. If the cable is kinked or corroded inside, you will need to replace it, Michael described that.
