Windshield washer nozzle and fan dial don't work

I have tried cleaning the nozzle on the driver's side with a straight pin, but that does'nt help; it won't squirt at all. Also, when temperature drops below freezing, the dial for fan flow is very difficult to turn. Any recommendations on how to lubricate it? Thanks for any help you can provide.
