i'd guess that the fan dial is hard to turn as its grease has turned to sludge. you can pull the cluster and diassemble the dial to relube it, there's a note on this in the FAQ section.
you might try a fine guitar string on the washer nozzle to see if that goes further than the needle. i assume the other side works?
