Just subtact the counter and double the rest of the prisoners and that is how many times the counter has to see the switch in the on position to know everyone has been in there. I've been over it several times (bored?). With multiple people, you may end up with a situation where one prisoner has only flipped it once at the end, but you still know he has been in the room and flipped a switch. It all tracks back to the possibility of switch A being in the on position and the counter being the first prisoner in the room.
