First be sure the ignition timing is correct. That will affect everything else.
Then set the idle speed using the bypass screw (bottom of the back side of the throttle body).
Then adjust the AFM bypass for smoothest idle by ear --since you (and I) don't have a CO meter.

Then, if it idles so much better that the speed went up, reset the idle speed and recheck the mixture.

This used to be a lot of fun on a 1600cc Porsche with a pair of 2-barrel carbuerators and four idle mixture screws. ;-)
