Your car should work just like Matt C's
First make sure you have vacuum on the line. If you do, you probably have something sticking.
If you take the dist cap off I think you can see how the retard linkage hooks in. See if you can move it by hand. Try a little WD40 and try to free it up.
Once you do that you'll have to advance the timing another 8 - 12 degrees. It will idle much slower until you do. You'll think you broke it but you didn't. (-:
After that the car should run much better. Mileage should improve a little as well.
