Depends on what you are looking for. HP is roughly in the middle between 325e and 325i, I think it was rated at 145 at least in the E21 version and I doubt it changed much if any for the E30. But it should be lighter than normal North American cars, meaning quicker and maybe better handling. But also more likely to be a relative stripper, does it have power steering and A/C for example. As far as the motor being "better", they tended to last longer as the years went on, but all the M20 engines have that timing belt that is a bit on the short lived side, and I think some early E30's even had a problem with the cam pulley, but I'm real vague on that one. And it sounds a bit high price wise, unless it is a real cream puff, but maybe it is, I haven't seen it. And if it really is Hartge (and I have no idea on how to find out if it is) then it probably isn't high. Again, without having seen it or driven it, I think I would be more inclined to get a 325i, but that's i, not e.
