I have to disagree with Lars on this one. Since it is a repeating condition, after it has sat for a while (I think I understood that) it is more likely that the cables have become somewhat porous and absorb moisture. Then after you start it and run it for a while, the heat evaporates off the moisture. My experience with wet caps is they will start since the moisture has condensed and often run down into the body. But when they warm up it evaporates up into the cap causing problems after it has been run for a little bit. Look at the cables real closely in good light, if you can see small cracks that is a very bad sign. But usually there is no visible problem, they just absorb water.
