I'm not sure removing the smog would have any effect on the timing. The Ca. and 49 state distributors do have different curves I believe and I could e-mail them to you if you need as I have the big blue book. However I usually found that BMW's ran better with additional advance. I always time them by feel, just set it and drive, usually with advancing it until it starts to ping and then backing off. That's with regular gas of course.
But as far as mixture goes, if you haven't adjusted the AFM, it should be very close. And I mean taking apart the AFM, the mixture screw on the bottom really only comes into play at idle, at speed it has no effect. The smog controls don't really affect the mixture, the egr injects inert gases, but they don't affect air/fuel, nor do they come into play at full throttle. And the air pump in all in the exhaust, the infamous thermo reactors are after the fact. Trying to read the plugs is very imprecise, the difference between medium and very lean on the plug is very small.
Okay, it's a real WAG, but if it when you punch it, try checking the throttle position switch, it gives a signal to the ECU to richen the mixture, so if it wasn't working it may seem a bit lean.
