A dial indicator has a plunger on it which you set to zero on the lowest part of the cam. As you rotate the cam, the indicator shows the lift. There are various stands and devices used to mount the dial indicator in a stationary position on the head or rocker assembly. If there is some way to mount a degree wheel, you could also measure both lift and duration.
