engine as wind is blowing over the engine -- especially the cool wind (40 degrees is cool). There is a 'weep' hole on the water pump on the bottom under the shaft that would show evidence of water leakage. With a flashlight, you can examine it. Water pumps can go all at once. Sounds like you're not getting circulation -- that's all I know (sorry it wasn't more). Others will respond.
