My mistake. The rotating dimmer in the headlight switch only controls the instrument lights and a few other dash lights, not the gear indicator lights.
Be sure to check the gear indicator lights at night. In daylight they may dim enough that they appear off.
Diode #4, located on the circuit board that holds the lights may have shorted. You will need to remove the cluster in order to get at it.
