those wierd body plugs tended to rust out. I welded a round patch on Jeff C's shortly before it went to the body shop in, well, about 1981 or was it that long ago?
I would consider just sandblasting, treating with converter and patching with fiberglass. It's waterproof and suprisingly strong. You could have a leak in a door or sunroof or the body shutz (undercoating) has just failed there.
