It's a vacuum valve. The usual failure is the diaphragm starts leaking and the car will either A) not maintain fuel pressure because the gas is being sucked through the reg into the intake manifold, or B) have too much fuel pressure because the valve is not opening. Option 'A' is more common. You can use a vacuum pump to see if the diaphragm is still intact. You can just suck on the vacuum side, but if it's a bad valve you might get a mouthful of fuel.
