If its an electrically operated valve, with the car off and key off. unplug the electrical connector to the valve in question and measure the resistance between the 2 electrical contacts on the valve, not the connector in the wiring harness. If it measures infinity (open) then the coil is bad. If it is measures ???(several hundred to several K ohms) the electrical part is good. But that doesn't mean that the plunger/valve isn't stuck and moves freely when 12 volts is applied. Hope this helps.
