You can put any size shock tube in the strut as long as you have a cap that screws into the tube.
When I converted my e21 over I used bilsteins for a VW golf which were shorter and thinner then oem. I just cut a slice of large diameter aluminium rod and put it in the strut tube to bring the end of the shock body level with the top of the strut tube. In fact in is better to get a shorter body shock because you won't bottom out the shock on a lowered car. I even took about 1.5 inches out of my strut tube.
