If your O2 sensor is still good, and it's only making .2V, you're running lean. At stochiometric air/fuel ratio the O2 sensor puts out .47-.48V. Vacuum is the most likely suspect. The little breather hose from the valve cover to the throttle housing is really hard to see. (You had to remove it to adjust valves) When mine cracked (natural result of heat/age) it idled rough. But any vacuum leak will cause it. Make sure the dip stick is seated all the way in--that's another common source for vacuum leak.

What do you mean by injectors leaking fuel? Dripping onto the manifold, puddle around the injector? Fuel leaks onto a hot engine often cause engine fires. Fix that quickly, and use good hose for it. Get the hose from a shop that knows their business and can get the right hose for high pressure. That's no place to put in cheap stuff.
