What a difference a new radiator makes. I flushed out the system and installed the e28 radiator.

My old one was not that old- less than five years. That is why I felt it could not be failing.

That is odd it getting plugged that new. I put a used one in my E28 and 6 years later when I sold it, it still ran cool as a cucumber. I'm not sure if I ever had the fan go to high speed with that radiator in there. Even in Bullhead city in 118F temps!
