Ignition timing adjustment.....

Static adjustment:Turn engine until pressure is felt in#1 Cylinder.Continue until theTDC(OT) mark on the crankshaft pulley damper is 29mm(1.14") before the lug on the timing cover for engines with static timing of 15% BTDC(except California) Is this still the static adjustment if I have an 85 M30 head installed and not the original cylinder head?

The head is just a machined lump of cast aluminum. Do things the same. I usually just get it to TDC, point the rotor to the notch in the distributor body and go from there. That ends up being horribly out of time, which I correct once it's running. A motronic engine is sweet when it comes to that, as long as you have the right sensor hooked to the right cable, it's plug and play and right on every time.
