brakes pulling left

When the brakes are applied, the car pulls to the left. Can I assume this is due to a weak right brake cylinder? TIA.

No, not really. Depending on how badly it's pulling, it could just be the brake rotor surface. It could also be a bad brake line, sometimes they swell internally and little or no fluid can get thru. But your original guess is the most likely, a partly or fully seized brake caliper piston.
