How to remove sway bar bolt....

I have a broken sway bar bolt.Broken below the sway bar...bushes are gone and about 3" of bolt protruding down. Is there a good way to remove same? I've tried putting a floor jack under the 3'' bolt piece and cranking it up...wont budge. Tried a ball joint "pickle fork"....no joy. Do I have cut the top off with an angle grinder???
